Agree with above. One thing you could add would be a protection for weaker players. Maybe have tiers where you can only attack up to 20 or 50 places below you. I'm as guilty of raiding weaker players as anyone but the truth is when you are attacking a lot, you don't always check the rank. That would give weaker players a better chance to grow and maybe there will be more active players. summary: You could attack up as high as you want but only down 50 places. Inactives are open.
