Having a stabalize time for relocation is great, not for colonization, if you are willing to go the extra mile to create a planet, get a moon, jump your fleet and then attack. I realy think you shouldn't have to wait any longer. so if you relocate to an system where there are no planets then relocation is free? or is it 5.000 EXTRA if there is a planet?
